Sekai Project, who is on the Traitors of America master list, announced that they are planning to release Nekopara Vol. 4 this fall in November, 2020 for PC. The sexy-time visual novel will apparently be available on Steam, likely as an all-ages release.
The announcement came via a tweet on July 4th, 2020 as part of the Independence Day celebration over the weekend.

As they note, the announcement is about what they have planned for release, not necessarily that the game is guaranteed for release.
Times have changed greatly compared to back when the Nekopara series from Neko Works first made their way onto the marketplace back in 2014. The last game to release in the series, Nekopara 3, came out back in early 2017, which was just before Valve really started cracking down on visual novels and anime-style games.
Now that Valve has the Taste Police working around the clock to censor or ban games from Steam, I do wonder how well Nekopara 4 will fair in today’s more ultra-puritan landscape?
The Waifu Holocaust banned game list is ever-expanding, and Valve is also spreading their criteria for what gets banned.
At first it was just visual novels in school settings, and then it was lolis, and now it’s games that that or may not contain that kind of topic matter as well visual novels that contain strictly heterosexual relationships, as we’ve seen with bans of games such as Fap CEO, Noble & Knightess, or You Ling Lan-Lily of the Hollow-.
We’ll see if Sekai Project can manage to overcome Valve’s ever evolving criteria for banning visual novels and anime-style games when Nekopara Vol. 4 preps for release this November.
